Short Description Numbers station heard 12:26 AM AEST on 2015-01-19. Delivers a stream of numbers and letters in phonetics. Begins with "All stations, all stations, this is ?". Finishes with "This is ? out". Cannot hear it myself - anyone else have better ears?

As you may have been able to hear, the audio does not sound excellent. This is decoded with a 4000Hz wide USBUpper Side Band Modulation (Radio, referring to reception and modulation mode)Universal Serial Bus (Computer, referring to USB Ports and cables) decoder, as a lower bandwidth sounded even worse. I'm unsure of how this should have actually been recorded.

You may also be able to notice some weird noises in the audio, this was just me playing with the tune frequency to see if I could improve the audio quality.

This is United States Air Force, High Frequency Global Communications System (HFHigh Frequency (3-30 MHz)-GCS). One of their frequencies is 4724.0 kHzKiloHertz (kHz) 10^3 Hz (which is pretty close to yours) and the format of the message sounds just like it. I have an example of it over at Single sideband voice. I've been contemplating having this as it's own entry but never had the time to.
