Unidentified data signal, possibly trunking or possibly APT(Automatic Picture Transmission) from a NOAA satellite.
Analysing the NBFM-demodulated signal from a discriminator tap suggests that the modulation is FFSKFast Frequency-Shift Keying, using 1800Hz and 2400Hz tones, possibly similar to MPT1327.
