Unknown paging signal, similar to FLEX in preamble tone but doesnt decode as FLEX. 1600Bd, possible PSKPhase-Shift Keying.
Frequency band registered to water and power utilities. Paging links, specifically two-way paging links, have been used as telemetry for wireless power meters and such.
