This is a data mode that resembles Russian modes such as CIS-12 and the CIS-45, CIS-60 and CIS-93 modes but sounds slightly different. This is likely related to those modes, or could even be one of them or a variant of them.

Bandwidth of this signal is about 3 kHzKiloHertz (kHz) 10^3 Hz and there may be a pilot tone at 3300 HzHertz (Hz), unit of frequency, defined as one cycle per second (1 Hz). like there is in many "CISCommonwealth of Independent States (CIS), the former Soviet Republic" modes. This signal seems to consist of tones, but counting them is somewhat difficult.
