This signal was recorded in Northern Europe, 25th of August, 2023.

Bandwidth is about 180 kHzKiloHertz (kHz) 10^3 Hz, transmission seems to be pulsed with a rate of 25 HzHertz (Hz), unit of frequency, defined as one cycle per second (1 Hz).. Occasionally, transmission stops and restarts with a starting pattern that has a different pulse repetition rate.

Based on these signal characteristics, this might be a radar.
