many beacons will transmit "video IDs" ... some are QRPIn amateur radio, QRP operation refers to transmitting at reduced power while attempting to maximize one's effective range. and QRSS ... most have narow bandwidth.

some software used for digimodes will also transmit these IDs as well, I know and use fldigi, it will transmit the RSID (Reed Solomon ID) of the mode. other text can also be sent like a callsign, within certain limits. MultiPSK will also do the same.

lastly, the waterfall shows W0MEX (zero not 'O') a valid callsign in the US. QRG is in the phone section of 20mb. bandwidth seems to be within the 2.3kHz limit for SSBSingle-sideband modulation. it is a valid amateur radio transmission IMHO.
