Probably OTHOver The Horizon (very long range) radar. Knowing the bandwidth would help. Also, a USBUpper Side Band Modulation (Radio, referring to reception and modulation mode)Universal Serial Bus (Computer, referring to USB Ports and cables) sample and a better waterfall image might be useful in this case.
A possible candidate is the JORN radar, but this is just a guess.
