Although sounding similar to RD-LAP's preambles, this is not rdlap. RD-LAP is distinct by its short bursts and constant preambles. This is government P25 (encrypted possibly). I am unfamiliar is to why these preambles exist for p25, but its either due to encryption, or a conventional p25 system. No idea. Yalek W (talk)

I was going to say the same thing. It's most likely the Association of Public safety Communication Officials' Project 25 (APCO-P25, APCO-25, or simply P25) Phase 1. I can tell at the end of the transmission with the data, it has a unique sound that I'm sure it is P25 Phase 1 (Compatible 4-level Frequency Modulation, C4FMContinuous 4-Level Frequency Modulation). - Vincent Koehler (KC3ZZE) 14:59:25 UTC08/11/2025
