It sounds like a P25 preamble except it keeps wanting to go in and out of transmission. Not sure why. Ywsia1/Alister V.
Possibly Power meter control channel (tower to meter). Heard here in Oregon on 940.0875. Meters possibly on 940.0125, .0375, and 0625. (mrk - 2019-01-04)
