Possibly identified: I think this may be "RFSM", derivative of MIL-STD-188-110. Used for example by Bulgarian diplomatic services. Very similar sample was found, see:

I would say this is very likely RFSM modem but may not be from Bulgarian source. 20943 or 20973 doesn't match known Bulgarian diplo frequencies (if the Priyom list is up to date). Vhf explorer (talk) 04:26, 27 August 2026 (NZST)
