Could be an OTHOver The Horizon (very long range) radar too (Kontayner). Analysis of recording shows 40 pulses per second. Interestingly, ceased broadcast to make way for Chinese broadcast. Another instance of the OTHOver The Horizon (very long range) radar is broadcasting over Radio Free Asia. It somewhat indicates it is being used as a jammer as well as an OTHOver The Horizon (very long range) radar.

Sounds like OTHR to my ears as well. -Snapdragon
