This is most likely DVI interference. DVI monitors tend to emit RFRadio Frequency in many cases. If you have your waterfall set to update at 60FPS, it looks like a heartbeat, or frequency drifting signal. If you change the update rate, you'll notice it looks like a signal randomly moving around.
