A friend of mine was using this exact formatting of this modulated AFSKAudio Frequency-Shift Keying to test a couple of AFSKAudio Frequency-Shift Keying transmissions over ham radio as well. The guys name was Robert Hänggi. And he is from Germany, which I assume is close to Netherlands. Ywsia1
This is just normal packet radio, so I used soundmodem and xastir to decode it. It has a helicopter icon, the callsign is set to RELAY-2, and the grid square is JO32it. On the first packet, the elevation was 1838ft and on the last it was 1932 ft.
