This appears to be SuperDARN (https://www.sigidwiki.com/wiki/SuperDARN_(Super_Dual_Auroral_Radar_Network)) based off of the sound and the waterfall images. SuperDARN (Super Dural Auroral Radar Network) is a scientific radar that is used to study plasma convection in the upper atmosphere. --Eclipse
