This is almost definitely a FMOP modulated radar. It is quite similar to the wavy patterns of the Russian Kontayner OTHOver The Horizon (very long range) radar.
Uh no. We decided this is likely some form of digital voice/trunked radio. It's hard to tell exactly what signal because of the fading. Likely phasing because of mobile use. -Tinkell
