The Grand Réseau Adapté à la Veille Spatiale (GRAVES) system is a French space-surveillance system for low-orbit (up to 1000km) satellites. Emitter is based near Dijon, France.

Frequency is believed to be 143.050 MHzMegaHertz (MHz) 10^6 Hz and bandwidth seems to be lower than 1kHz.

Signal was received near Geneva, Switzerland with a dipole antenna + one single reflector, connected to a SDR pointed to Dijon at around 80° elevation. Antenna was put up together very fast and can only be described as "bricolage". PM me or edit this if you have additional info or if I messed up :)
